What is the president allowed do without the approval of Congress?

The president can sign executive orders that have the force of law.

That’s how Bush did a lot of his governing.

There are restrictions – most of the executive orders that Obama’s planning are reversals of Bush policy.

Guantanamo Bay, the use of torture, things like that can be changed by executive order. The stem cell research issue can also be changed.
